Complete L2 Payment Transaction Command

This Command allows completing an EMV Payment Transaction after the L3 Application finished processing an Online Request.
This Command may only be issued following a Successful Execution of a Start L2 Payment Transaction (or Resume L2 Payment Transaction).
As for the Start L2 Payment Transaction, the execution may be interrupted by an Exit Condition requiring use of the Resume L2 Payment Transaction Command.
