Support of Entry-Point Send POI Information

This Compilation Option allows enabling the new Entry-Point Feature ‘Send POI Specification’ as described in Sections 3.3.1a, 3.3.2 and C.1 of Book B v2.10

It is used by the following Agnos Libraries: AgnosEP and Kizis
